Filming conditions in Segovia
USE OF THE AQUEDUCT
PURPOSES DECLARATION
Now that the first declaration of the Aqueduct as a protected monument is about to celebrate its 125 years of being so, it is needed to set some provisional basic criteria which will guarantee the protection of the elevated area right from the Desarenador to the Postigo, awaiting the final draft of the Usage Plan to be included in the future Director Plan.

CHARACTERISTICS OF THE EVENTS AND PERFOMANCES TO BE CELEBRATED IN ITS ENVIRONS
Due to the undeniable relevance of the Aqueduct as a town symbol and identity reference of Segovian inhabitants, this monument is frequently demanded by many events as its presence means a quality added feature.
However, such relevance makes the local authorities establish some sort of rules and limitations to its usage.
Therefore, only those events and performances which contain didactic and cultural contents will be authorised as well as those which respect the town image. Those events which trivialize with these two important aspects will never be authorised.
PRIOR REPORTS TO THE AUTHORISATION OF EVENTS AND PERFORMANCES
The corresponding local institutions will authorize such events once the Town´s National Trust Department approves it and once the Local Police Department gives permission to its mounting and removal.
PROTECTED AREAS LIMITS
There are three main areas with different protection levels:
A. Total Protection.
This area covers
Anchors, canvases, traffic signs, containers, fences, hoses, loudspeakers or any other mounting element are specially forbidden.
Parking, noise, gas and vibration emissions are also forbidden.
B. High Protection.
This area covers
C. Medium Protection.
8 more metres must be added from the B area. In this space materials and other mounting elements will be stored, specially those which weren´t allowed in the B area. This area will always be subject to the aesthetic conditions specified in this document.

AESTHETIC CONDITIONS
In areas B and C the following aesthetic conditions are to be followed:
- Fences and other audience organization elements or space limitation systems will have to be harmonious with the surrounding scenery trying to avoid plastics and other striking features.
- Mounting elements with an striking visual impact will have to be covered with neutral colors cloths.
- In storing spaces all materials will have to be covered with neutral colors cloths.
EXCEPTION
Risky situations, emergency, cleaning, care and monument studies are exempt from this protocol.
It is important to take into account when filming within the town the existing regulations and the basic technical considerations, specially in public places and gardens; it is also essencial to take care of the streets cleaning and the removal of garbage produced when filming. Applicants must get the corresponding licence or authorisations.
GREEN AREAS REGULATION
CONDITIONS TO FILM IN
Parks and gardens use. –
Article 25. Use and enjoyment .
All citizens have the right to use and enjoy public gardens and parks, according to the existing regulation.
Article 26. Authorisations.
Parks and gardens, due to their public nature, cannot become private for events which may involve contents, purposes or features against their own public quality. However, those events which have specifically obtained a licence by the corresponding Local Authorities will be authorised so long as they follow the public enjoyment use regulation.
Article 27. Precaution Measures.
When there is an interest to authorise any kind of events in these places, the Town Hall will take the corresponding Precaution Measures to avoid damages or deterioration in them.
Applicants must apply 45 days before the event takes place so that the department in charge of the conservation of the area and the user can take the corresponding measures related to:
- Existing elements protection.
- Budget for possible damage reparing.
- Cleaning expenses
- Etc...
Article 30. Forbidden activities to protect plants.
Generally speaking, to reach a good conservation and keeping of the different existing plant species in parks and gardens as well as the trees in public ways, the following activities are forbidden:
- Walking on flower beds, bushes and gardens specially those delimited by fences, hedges, walls, fences or any other kind of delimitation elements.
- Parking in parks and gardens.
- Carrying out harmful activities against the natural development of plants such as sporty or violent activities, digging, picnic etc...
- Dumping garbage, stones, remains, paper, plastic, oil, abrasives and ferments or any other substance which many kill or harm plants.
- Lighting fire for whichever purpose in areas in which it is already forbidden when not possesing the corresponding licence and facilities for doing so.
- Setting up tents, stands and other types of portable structures.
Article 36. Use conditions to protect the environment .
The tranquility and quietness protection in which the green areas are included require:
d) The artistic activities carried out by painters, photographers and cinema or television workers can be carried out in places usually used by the general public. They must keep from hindering the normal use of the park and they are obliged to follow all the Police´s and Park and Gardens´ Guards rules and hints. Cinema and television filming will be authorised and carried out according to the Article 82 from the Ordenanza Municipal de circulación.
f) Camping is forbidden, no matter the length of stay.
Chapter V.- Vehicles in green areas.
Article 38. Traffic.
The entrance and circulation in green areas are specifically controlled.
a) Bikes.
The entrance and circulation of bikes in public parks and pedrestrian priority areas will be carried out according to what is contained in the Ordenanza Municipal de Circulación.
b) Transport vehicles circulation.
Transport vehicles are not allowed in parks except from:
- Those dedicated to service kiosks and other structures of the kind, so long as there is a proper access, weight less than 3 tones and a half, speed less than 10 km/hr and within the scheduled timetable.
- Emergency vehicles such as ambulances, fire-brigades, police...
- The Segovia Town Hall´s vehicles as well as its suppliers authorised by the Town Hall.
c) Buses.
Tourist, excursion or school buses will only be able to circulate and park within public parks in ways where it is specifically permitted..
e) Parking.
According to the article 41 from the Ordenanza Municipal de Circulación, it is absolutely forbidden to park in gardens, parks and green areas. It is also forbidden to park in exit and entrance areas.
Thus, according to the Ordenanza Municipal de parques y jardines, strange uses are limited, prevailing the general over the concrete, traffic of suppliers is only allowed in roadways, when their weight is light similar to delivering vehicles and they are never allowed to park in green areas. Likewise it is very desirable from promoters to set a system to control crowds, technicians, filming workers and other types of audience so as to protect plants and urban structures, clean and restoration of the area once filming is over. Promoters/Producersare also asked to contract some sort of insurance or deposit to guarantee any possible damage.
It is important to remember what is included in the Ordenanza Municipal de Limpieza Viaria, article 22 Bis: “ Organizers of public events to be celebrated in public ways are obliged to clean the area and its environs. In case this is not fulfilled, cleaning services will carry out this with its corresponding charge to promoters/producers”.
All this must be taken into account as well as getting the corresponding documents to celebrate these events in public areas.
SGFO is constantly in touch with numerous public and private institutions with which shares, or will share in the near future, a property cession agreement to film in different buildings and settings.
TRANSPORT STATIONS
TRAINS, STATIONS AND AVE
In filming proceses in which such spaces are to be needed, apart from the corresponding application forms, it is necessary to write a letter explaining accurate details of the works that are to be carried out.
Licences can be obtained through two firms: ADIF (in charge of the stations negotiation) and RENFE (where licences have to be demanded to film in trains).
Filming fees are set by RENFE and they may vary depending of the kind of station, length of time and complexity. Licences are granted directly to the corresponding institutions. In these kind of filmings, because of the current regulation, it is forbidden to film in trains with passengers. Therefore, to carry out such filmings, it is necessary to rent one of the train´s cars and have actors as passengers.
BUS STATIONS
In order to get a filming licence in Segovia Bus Station, applicants must send a letter to the Station head department giving accurate details of the works to be carried out alongside with the filming report to be sent to SGFO.
HOSPITALS
To film in Hospitals and Health Centres, applicants must address the centre´s head department, which will be processed by SGFO..
The obtaining of filming licences may vary depending of each centre. Filming in hospitals require producers to adjust to the existing centre regulations.
UNIVERSITIES

To film in these buildings, the frist thing to do is to write about the specific features and needs of the filming. It must be then sent to the University´s Head Department, which SGFO will send and will try to ease proceedings, though it will be the Head Department of each of the Universities who will ultimately decide about licences and regulations.
AIRFIELDS
To film in Fuentemilanos airfields producers need prior authorisation from directives. In order to obtain it it is necessary to provide an accurate report about the scenes to be filmed, number of people involved, technical equipment, time of filming etc...
GRAVEYARDS
SGFO is in charge of handling with filming in graveyards of the town and in its different districts. However, it is the Town Hall who will decide about giving or not licences. It is totally forbidden to film in chapels of rest.
CATHEDRALS, CHURCHES AND OTHER RELIGIOUS CENTRES
Filming in the Catholic centres of the town needs prior authorisation from the bishopric to whom a copy of the script must be sent beforehand. SGFO usually goes between producers and bishops.
